Abstract

This paper develops a moral–linguistic framework for tackling the hoax epidemic by linking information economics ethics with Islamic normative principles and Qawaʿid Lughawiyah. A three-layer structured literature review is employed to (i) map digital information ethics and the attention economy, (ii) formulate Islamic evaluative criteria for communicative responsibility (ṣidq, amanah, ‘adl, tabayyun, and maṣlaḥah), and (iii) operationalize Qawaʿid Lughawiyah as a text-analytic instrument for detecting meaning manipulation. The synthesis yields a set of contemporary anti-hoax maxims and a practical checklist that targets semantic and pragmatic mechanisms frequently used in disinformation, including implied claims, ambiguity, and interpretive leaps beyond available evidence (manṭuq–mafhum distinctions and ihtimal al-lafẓ). The framework is discussed in relation to Indonesia’s legal-institutional response, showing how ethical-linguistic diagnostics can complement source-based fact-checking, particularly for economically harmful scams, identity-based hostility, and hoaxes that escalate into public unrest. While the analysis is qualitative and context-sensitive, it indicates a plausible pathway for integrating Islamic moral reasoning and linguistic accountability into contemporary digital governance.
