Abstract

The effectiveness of inclusive education is influenced not only by policies and instructional practices but also by the organizational culture that shapes interactions, decision-making, and stakeholder commitment within schools. In inclusive educational settings, a strong organizational culture can facilitate collaboration, strengthen shared values, and support sustainable school improvement efforts. This study aims to analyze the organizational culture of SMP Mutiara Bunda Bandung, Indonesia, through a Strengths, Weaknesses, Opportunities, and Threats (SWOT) framework. Employing a qualitative case study approach, data were collected through interviews, observations, and document analysis involving school leaders, teachers, administrative staff, support personnel, and parents. The findings indicate that the school’s organizational culture is characterized by strong value-based leadership, a supportive and collaborative working environment, commitment to inclusive education, and active stakeholder engagement. However, several weaknesses were identified, including variations in the internalization of organizational values, dependency on key individuals, and challenges in maintaining consistency across school programs. External opportunities include increasing public awareness of inclusive education, growing demand for character-based learning, and potential partnerships with educational institutions and communities. Meanwhile, threats arise from changing educational policies, increasing competition among schools, staff turnover, and the diverse needs of students in inclusive settings. The SWOT analysis highlights strategic areas for strengthening organizational culture to enhance the sustainability and effectiveness of inclusive education. The findings contribute to the understanding of organizational culture management in inclusive schools and provide practical insights for school leaders seeking to develop a strong and adaptive educational environment.
