Abstract
Educational institutions require effective and collaborative management involving all stakeholders to ensure continuous improvement in the quality of education. However, despite growing awareness of school quality enhancement, the number of schools that systematically prioritize health, cleanliness, and environmental comfort as integral components of the learning environment remains relatively limited. This situation highlights the need for school principals, teachers, educational staff, and parents to actively develop and implement character education programs that support the realization of healthy and excellent schools. Such initiatives are not only consistent with the goals of Indonesia’s national education system but also reflect the core values promoted in Islamic teachings. This study aims to examine the character education programs developed to foster cleanliness awareness and environmental responsibility, their implementation processes, evaluation mechanisms, supporting and inhibiting factors, and the overall impact of character education management on the development of healthy and excellent schools. The conceptual framework of the study is grounded in an open-system approach consisting of inputs, processes, and outputs/outcomes. The process component emphasizes the development of programs that cultivate a culture of cleanliness and environmental stewardship. The theoretical foundation integrates management theory, character education management, and the concepts of healthy and excellent schools.
